The San Diego Renewable Energy Society is pleased to invite you to our October 8 program, a special presentation by Dr. Barry Butler
Dr. Butler will present the current state of the Concentrating Solar Power industry, plants that are being built and plants than are planned but not financed. What will happen by 2020 business as usual and what will happen with real efforts to reduce carbon emissions. He will discuss the CEC Market Reference Price for electric power, and its negative impact on plant financing. He will discuss the Standard Offer 4 and how it could overcome this barrier. He will also discuss the potential transition of CSP from the California PUC to the CEC. There are significant differences in their approach, but the barriers may not really change. Institutionalizing the cost of CO2 disposal will be one of the key factors in making CSP happen. He will discuss the merits of a carbon tax vs Cap and Trade.
Dr. Butler was a Vice President of SAIC in charge of their solar programs. He participated on SANDAG’s special task force called the Renewable Energy Team, advocating the need for substantial development of renewable energy resources in-county and out-of-county.
